Complain for cheating

This is a big fraud site i have ordered 5 branded shirts in a combo offer and when i opened the box what i got was 5 dirty used local shirts and one of them was a public school uniform shirt with the name of the school printed on it.This is the biggest form of cheating i wish to take some strong action on these site owners who r open in the market for such cheating their site is not working and not even the phone numbers
